THE IMPORT-CUSTOMS CLEARANCE PROCEDURE IN VIETNAM

For importing a shipment, people implementing the customs clearance have to understand the process also know the relevant procedures to avoid unexpected problems arising when importing goods. Firstly, what is customs clearance for imported goods?

It's finding out information about goods, state policies, preparing a complete set of documents at the request of customs, carrying out procedures for taking cargo out of the port, and bringing goods to the importer's warehouse.

What is the import-customs clearance procedure?

Step 1: Check the drafts of the customs declaration documents

The state has a separate policy for each type of goods (tax, specialized inspection, import permit, etc.). If there is a mistake in this preparation, it will cost a lot of money and time (wrong HS code, inaccurate C/O documents, lack of import permit,…).

Depending on the type of goods, you need to check different sets of documents, but the simplest includes:

  • Bill
  • Invoice
  • Packing list
  • Documents subject to specialized inspection (Phytosanitary, Health Certificate, Import Permit, Product Declaration, etc.). If the goods are subject to the above documents, they must be present before the cargo return to Vietnam.

Step 2: Get the delivery order for the set of import-customs clearance documents:

A delivery order is the carrier's confirmation that allows you to pick up and open the goods for inspection at the port.

Before the goods arrive from 1-2 days, the shipping company will inform the amount that you must pay to the shipping company for being issued a delivery order.

Step 3: Declare on electronic customs software. Including:

  • Register business information on the customs system.
  • Buy digital signature and electronic customs declaration software to be able to transmit data to the customs office.
  • Declare and transfer data of shipment to the Customs office.
  • The application will be classified into three types by the software: Green, yellow, and red (I will detail in step 5)

If you hire a customs service, you don't need to do anything at this stage, nor do you need to buy a digital signature and customs software.

Step 4: Register for specialized inspection for import-customs clearance:

Depending on the imported product, you must register for specialized inspection (plant quarantine, animal quarantine, food quality inspection, import license, proclamation paper, etc.). This stage can be so complicated if you are inexperienced.

Step 5: Do customs procedures for imported goods at the port/airport

After electronic customs declaration and specialized registration, you bring the customs documents to the port/airport for import customs clearance.

The documents will divide into three types:

  • Green - All you have to submit the docs for liquidation and pick up the goods, but the percentage of this case is extremely low.
  • Yellow - In this case, you will apply the docs then the customs will check them on paper. If your docs are no problem, the customs process will be cleared and liquidated to take back the goods)
  • Red – Your profile will be fact-checked. It is necessary to prepare lots of things because the customs will check very carefully and it is easy to take your money when having mistakes. If this is the first time your company import, the percentage of the red case is 100%.

Step 6: Transportation from the port to the warehouse

After clearing the customs of cargos, you go to the port/airport business department to pay and pull the goods back.

For some large ports that have applied the electronic system, all operations need to complete on the electronic system.
